I wanna make dim sum but have no steam cooking shit. Any hacks or workarounds? Strainer, maybe?
I'm good at pierogi/won-tons/spring-rolls/sushi so maybe I'll manage...

Can't you ghetto steam shit by just putting a metal strainer over a pot of boiling water?

a rice cooker, find a tray that fits but not all the way to the bottom, put water.
btw, I am eating this tomorrow at a restaurant, but, is this actual chinese food?, or is it westernized fast food?
are we getting scammed?

I think the steam has to flow through it....

Hence the strainer, or did you mean capturing the steam and holding it in the pot?

Depending on where you are, it could be frozen stuff, or fresh hand made.
It's Hong Kong style though.

The main purpose of steaming racks is so the water doesn't collect on the bottom of the food stuffs making it soggy. The steam will reach the food from the top as long as there is a lid.
I found this fucker, deep in the guts of the kitchen closet.
Will it do?

Yes just make sure the bottom isn't getting devastated by boiling water.
