I made General Tso's chicken using that the other night for my parents. It was a panty dropper. It's probably the best thing to transform shitty instant ramen into something legit, though I don't think it's ever mentioned in ramen threads.

Bought some at the Asian market when I was high. Used to use it slot until I realized how much fat was in it. Not exactly sure what it is, or what your "supposed" to do with it, but I cooked meat in it, and I can recommend doing that.

If you want full authentic you can deep fry meat in some basic batter and then toss it in Lao Gan Ma and some green onions. I don't deep fry cause I'm not full on fatty so I just do a simple pan fry without batter and it works pretty well. I also add it to my mapo tofu.

Any of those will work. Any fairly neutral flavor food-safe oil is OK. I've made it with peanut as well as refined olive oil.
