biologically, it's a fruit. each kernel is surrounded by a thin layer of pericarp. it's dry and not juicy, but it's a fruit.
nutritionally, it should be considered a starch/grain (along with cereal, rice, pasta), NOT a fruit. although some people think of it as a vegetable, its carbohydrate density is closer to grains than it is to vegetables (broccoli, spinach, etc.).
