do you want it to taste like taco bell or do you want a more authentic version? if taco bell, just purchase it.
If you want more authentic: i recommend guajillo chiles. They're dried chiles, toast them briefly on each side, cut away the stem and seeds, soak very hot water for about 10-15 minutes. broil tomatoes, onions, and garlic until nice and toasty. add chiles and veg to food processor with a little chicken stock, cumin, mexican oregano, and a touch of white vinegar. blend and add to a pot over low heat. cook and let it come together for a while. add salt to taste. add sugar to take away some of the bitterness.
you'll have to come up with your own ratios to get the taste and consistency right, but thats what i do

This. It's very similar to my sauce for homemade burritos or enchiladas. I usually add a few chipotle in adobo sauce for a bit of a kick. You won't be wrong if you use this.
