If they don't mash, cook the longer. AFAIK the only risk is that you cook them for so long they dissolve into the water.

Most of those potatoes have gone green because they haven't been stored properly, out of the light.
They can give you a bit of a bad stomach if you ate a lot of them. They develop a bitter, poisonous chemical (solanine).
You really need to peel all the green off, so peel them down until you are down to white flesh.

Never cut your potatoes when making mashed... just boil whole potatoes so they don't absorb too much water, it's best to not even peel them when boiling and taking the skin off afterwards. You will end up with shit watery yam mash.
