Haven't a lot of people in the white house done exactly what Hillary did? I thought the Bush administration deleted millions of emails, while they were being investigated, even.

I keep hearing variations of this, and it sounds quite ominous, but have not figured out what constitutes a fundamental vs secondary transformation, and how his policies are respinsible for greater momentum in that direction than past presidencies.
