Really tough call. Both cuisines are excellent. At a more upscale place they'd stand a chance of being equally delicious. At street level I'd probably lean toward Turkish just because I think they're more into street food.

Persian kebabs are really well prepared and seasoned, the grill also adds a nice flavor. The rice looks fresh but they could add some more grilled vegetables.
From the picture alone you can tell that's some low quality meat on the turkish side, never get that overly processed shit, probably has some roaches in it.

Turkish guy here, kebab is the name of meat being cooked in a certain way, there are many kebab dishes with different names and looks.
Döner is a kebab, and so is the meat-on-a-stick, which we call şiş kebab (skewer/shish kebab), şiş being the name of the stick and kebab the meat.
