I'm having inconsistency making those colorless/tasteless gelatin. I wanna use it mixed with broth as a substrate for bacteria growth. Can anyone tell me at which temperature (C | F) and for how long (s | min) should I heat the water/gelatin mix?
Don't you usually use agarose for that?

Use agar. You should get it from a science supply company, but most Asian groceries have it.
Generally 20g bacteriological agar to 1L will produce a nice firm plate. Always autoclave your materials and use standard sanitary technique!
