Probably an expensive restaurant. Best burger I had was drunk at my buddy's place though. Crusted up both sides on a cast iron pan with some swiss, carmelized onion, and hot sauce on ciabatta.

We are facetious in these posts because we know, all across the country that we have bomb ass burgers. I had the best burger I ever tasted in about a dozen different states. In other words, there is no ultimate burger. There are just fantastic burgers spread out across our nation.

I grew up in Northwest Indiana (Southeast suburbs of Chicago), and we had to purportedly God-tier burger chains. One was Miner-Dunn, where I flipped burgers for a couple years, and the other was Schoop's. In the last year or two Schoop's was on some Food Network list or some such.
Maybe it's just because I worked there, but I always thought Miner-Dunn's were better. Especially the Cheese Supreme-just a patty melt, but God damn, what a patty melt! And their fries were the best fucking fries I've ever had in my life. Rainbow sherbet, milkshakes and malts, hand-battered onion rings. . . .
Schoop's on the other hand smashes their patties too thin and overcooks the burger. On the outside sometimes you just get what I can only describe as a mouthful of wafer-thin gristle patty. And their fries aren't much to write home about. And their non-burger selection sucks.
Alas, Miner-Dunn has only one location left, and it's under new ownership (and I refuse to go in there anyway because of some serious unpleasantness from my time there). Schoop's has like three dozen locations throughout NW Indiana and the South Suburbs.
So I guess if you're ever in that area (God only knows why you would be), give one of them a shot.
Best burger around my area? Smashburger. In my country? no clue.

Cooking the burger all the way through is safest. However, it doesn't taste as good as one that's still medium rare. Whether the risk is worth it is up to you. FWIW I've been eating medium-rare burgers for 20 years and I've never once gotten sick.

In my experience, most decent restaurants will cook it pink by default. Here in the UK, any restaurants doing so must now carry a warning on the menu that eating it like that could carry a risk of poisoning.
If I remember correctly, the way that burgers are mixed means that bacteria reside throughout the whole patty, not just the surface, so that's why it's a potential issue. Having said that, it tends to be a lot juicier and more flavourful, so it's up to you. Echoing the anon above me, I've never been ill from it and I don't know anyone who has.

I'm from Melbourne but this one time I went to Sydney I had the best burger, there's a pretty small pub near "the Holiday Inn" at the Rocks and if you go past the bar there's a burger restaurant, it's really easy to miss but it was reasonably priced and really good
