I don't know about the best, but certainly the most incredible I've eaten at is the Bacchanal Buffet in Vegas. The sheer variety (they have NINE entirely different kitchens) is unbelievable!
Foods are either self-serve, made to order, or premade on tiny plates/ skillets/bowls/etc that are constantly being refreshed. There's everything from sashimi to filet mignon to truffled eggs cooked to order.
If there's better I'd really love to try it!
Best buffet I've been to was the seafood buffet at the Princeville Hotel on Kauai, although they've apparently changed ownership since the last time I was there and it's no longer the same. Pic related is the outdoor dining area.

Nice bufffets aren't cheap. Also, that particular place has a time limit, and only allows you to take one lobster at a time. I thought about going there when I lived in that part of the country but the more I researched it the more it started to sound like a fatty destination, despite the food apparently being pretty good.

Bacchanal had 4 lobster dishes when I was there . . . steamed tails, halved and grilled with some sort of herb sauce, ravioli, and a lobster meat salad. All came on their own tiny plates, which you could fit 3 of on top of your normal plate when you went up.
Price-wise definitely not cheap, it was $50 for the dinner buffet when I went. But it was one HELL of a deal for what I got, hell just the meat alone would have cost me more than that to buy! And its all inclusive (minus alcohol). They have this huge bar of fresh juices and other nifty drinks to have with your meal, all in small containers so you can try several.
