Only when observing British culture as a fun indulgent girls-time kind of outing to a nice hotel restaurant that does a full service of English tea sandwiches and pastries. This is usually to pamper a birthday girl, kind of a mommy and me sort of thing, or when ladies who lunch together did shopping instead and its that time of day to put up the feet and chat.
We do have coffee culture, and in the latino-, caribbean- and italian -american worlds, there's a workplace or pre-dinner little espresso/cafecito pick me up that is shared to get you through more work or a big evening. Starbucks addiction is a big part of american society today, all part of the habit business model.
