I was taught (correctly, IMO) that the dried chiles should be toasted, and not burned. Burned = no flavor, just bitter.
Toasting them in a pan is a bit of a chore; I find it easier to control it with a torch.

I know that last pic looks like a lot of burned chile, but it's mostly because of flash.
Mostly.... The really burned parts and seeds go in the trash.
