It's the Latin version of rice pudding, basically every culture has their own type of rice pudding. Arroz con leche has evaporated milk and/or sweetened condensed milk, which makes it especially rich. I usually make rice pudding with evaporated milk, it's good shit.

Cook rice in milk, add evaporated milk and cream. You can try the brown version where you add caramel sauce (melt sugar in water and reduce for a bit) to add color. Raisins go very well too.
