All the flavours will be leeched out into the water, it'd be sloppy and bland as fuck. And it isn't a jack dish, he stole the recipe and didn't bother giving credit like he often does.
He should have added the basil and the tomatoes near the end so they don't completely break down. I'd have added some red pepper flakes and maybe substituted half the water for milk so that there'd be a nice "cream-like" sauce holding it all together. Oh, and parsley cause why not? Otherwise it's pretty good.
