technically, you can use cocoa as a spice for non sweet food. In practice this looks like cheap fake palm oil chocolate like most of the world use.

I have seen potato snacks with chocoloate syrup sold in New York, London, Aalborg, Paris, Prag, Frankfurt, Beijing, Tokyo, Seoul.

I found fries with chocolate in large cities as it seems to be a somewhat awkward combination and therefore gets elevated to be fancy and hipsterlike. But what's so comlicated about it? When I was a kid, some friends and I tried fries with everything so imho very old story.
