They contain minimal amounts of flour. They're not pasta though, and all recipes are kind of a potato recipe, and nothing like pasta, except they sponge up the sauce.
They are boiled to cook through the flour content. Then you may tip them out into a skillet with the sauce or some butter, just to remove some more of the moisture. Think of them like ravioli.

Make from baked potatoes, find recipe. Cook in hard boil hard until they float. Steam off for 30 seconds, fry in butter, serve with browned butter and parmesan, fried sage leaves. Or dollops of pesto and macaroons, lemon zest. Or a million other options.

Actually disregard the hard boil. They will be more succulent in a slow simmer. Maximize egg yolk count, minimize flour, depending on recipe. Frying them in butter is the secret. If course you can just sauce them after cooking, but who wouldn't rather fry them in butter?
