In-N-Out, memes aside, charges less for just a burger and fries or burger and drink that for any combo, for example. Soda bottlers have to purify water prior to the bottling of the soda, so they simply slap a label on the bottle and call it Dasani. Notice how the "Spring" water companies are different than purified and why Dasani tastes so crappy for lack of the mineral flavor.

The image OP has posted has to do with the salad upgrade over the burger and fries, which are known loss leader items if the cheapest thing on the menu. People who are health conscious, watching sodium, or carbs, usually do pay a little more for bottled water and fresh foods that don't break their diet. Soda and burgers are more competitive in price anyway. They are counting on one person in the party to buy something else, from a dessert, to an additional item, or chicken tenders or some other crap that has more of a profit margin than the lowest priced value meal or $1 menu item.
