Sketchup is pretty good if you just want free CAD software.
I know there's dedicated pattern design software but I don't know which ones are good.

If you just want cheap software for drawing patterns, I agree with other anon's recommendation of Sketchup. Inkscape is also easy to use and free. There's also premium software like Optitex but if you're not planning to sell patterns it's not worth the $$$$
If you're asking if there's software out there that can automatically generate that dress pattern for you, you're out of luck. Just search "princess seam pleated dress pattern" and see what's for sale or available for free on the internet.
I like a handy well written book, pen, ruler, measuring bands and paper.
Making Historical Patterns (dont remember author) was a joy to follow.
Who even has a printer big enough to print that? Or the patience to tape together a bunch of smaller prints?

Pattern software is pricey. The one I have is about $20k to purchase, depending on your add on options.
If you're looking to have patterns converted into digital files, I can do that for you. If you're looking to make your own patterns, I think paper, pencil, and a ruler is the better way to go.

Anon. That's what rulers and French curves are for. It's math, not art. If you want the 'look' of a finished pattern you can use adobe illlustrator.

A drafting software is going to be of no use to you unless you already know how to draft, manipulate, and alter patterns to begin with. Get some rulers and start here.
