Take really small steps. I'm not familiar with the character, but maybe you can incorporate a slit up the back to knee height or so, to make it less hobbling.

I would just make a leg slit to be honestly and make the skirt with more fabric so if I stood for a photo, the slit would be covered by overlapping fabric. I think with the right measurements you could still create the flow-y look with some tests on muslin or something.
