Looks like she cast her hands and then moulded them. Casting is crazy easy using alginate, i use smooth-on's algi-safe brand. Filling the mold is tricky tho, plaster is most widely used but that would probably be too heavy to wear on ya head. Smooth-on has a million and one different things you can make molds with, maybe they used a lighter plastic or possibly a moulding foam
