Girls in my comm do it quite frequently. It's pretty awesome, you won't be able to see your feet, you'll take up the space of three people, and hugging other lolitas is kind of funny (since they're poofy too, and you don't want to squish their skirts too much either).

Total pain in the butt to navigate anywhere in full poof, though. Most of the comm that do it ether change right out of lolita after the meet, or I'd take off one petticoat and stuff it into an extra bag. No one really wants to walk anywhere while pondering if you're going to snag your burando on some doorframe splinter or whatever.

I guess it does look like we might only be poofy for photos, but I assure you we actually spend the whole meetup looking poofy, just not before or after the meetup.

Probably has more to do with 3F's roots than anything. They were making only bonnets for a very long time, then got into corsets before dresses. To be honest their dresses still kind of suck, if it's not a giant skirt then it's the fully shirred dress with the monster shoulder frills. They're probably more comfortable making things than dressmaking.

On the upside, if you're a taller person, 3F corset+skirt probably works well for you. They mostly only look funky on Asian models because lolita models tend to be on the shorter side.
