Imagine if this guy cosplayed as the prince from revolutionary girl Utena and managed to nail the costume perfectly(the outfit is pretty lofty, i'd say hundreds of dollars worth).

However, the only thing he has in common is that they're both indian, he is far from handsome, he is far from being tall and he's a fatass instead of being lean.

Would he even be considered a good cosplayer despite the perfect costume? how many people would want his picture?

What about if some 9/10 handsome guy with a super nice body cosplayed as ryu? he just bought a karate gi, tore the sleeves and legs by hand and didn't even have an engraved belt.

He looks extremely close to ryu, and he's very attractive, but his costume was like 30 bucks and he just tore the shit out of the sleeves and it took maybe 10 minutes total.

Is he a good cosplayer despite the severe lack of effort? why do people like to take pictures with him?

Attractiveness/Popularity has nothing to do with being a good cosplayer desu. I know people are more likely to flock to someone that looks good because that's just how people are but when it comes to measuring talent, I'd rather see a well-made costume. Yes, it helps to look somewhat like the character physically but I don't think it's an absolute necessity.

Posing, make up, and presentation are a whole different kind of art than costuming.
Which is sometimes why cosplayers are given costumes in exchange for publicity.

No, the art of making the costume itself makes you a costumer. Most cosplayers are by nature costumers since they usually make their own costumes. But if a person wanted to cosplay without making their own costumes, maybe a really attractive cosplayer who has zero costume making skills/experience, they could buy or commission a costume and be a great cosplayer but a shitty costumer. On the other side of things you can have someone amazing at making costumes and props, but physically just not very attractive. They deserve to be acknowledged as excellent costumers, but I wouldn't necessarily say they're a great cosplayer. That's just my personal take on it. Actually to make it more clear I'd rather divide it as model and costumer, with model being synonymous with cosplayer while costumer is a sub-disicipline of cosplay if that makes any sense.

A good judge can not tell if a contestant paid someone else to make their cosplay. It's not like they are buying from taobao and claiming they made it. That's obvious since materials are cheap. When you've been cosplaying for as long as she has, it shouldn't be a struggle to get proportions right or choose the right materials. You can see the dramatic change in quality between all of her cosplays, there's no consistency

The issue is underbust costumes are not that easy to make. This and >>9339661 are both bought costumes, so the person making them can't fit them properly like they need to be.

Bought costumes ie those from eBay/Taobao seem to forget that the boob sections need to be enlarged downward as well as outward.

This isn't such an issue on small busted/skinnier girls as they are more likely to fit the "one boob shape" those sellers use for that style.
