I want to experiment with more colored eyeshadow for cosplay outside of nude shades, and there's a character with blonde hair, blue eyes, and a primarily green outfit. Would you use blue or green to match the eyes or outfit? Or is that too much for a non-weird hair color character?

Could be better. Right now you just look dirty. Invest in a pack of stipple sponges or brushes. They're usually cheap and will give you the natural hair follicle look without a ton of effort. Play around with it and find what works best for you. Good luck and godspeed.
