It depends on who you ask. In fashion, when agencies ask for plus size models they're usually not going to be looking for >>9278505, but someone that's not a skelly like the "normal" models; what society would probably describe as a normal sized woman.
Outside of that particular scene, plus size is pretty much whatever you want it to be. It can be XL or X+nL depending on who you ask.

Basically 10-12 is "plus size" in high fashion (nowadays, back in the day it was anything above a 6)
12-24 is "plus size model" territory (alternative models)
14W-24W is plus size in clothing industry
26W+above is technically considered extended sizes or super sizes.
(This is for US, it varies from place to place. ex: Australia considers 16 + to be plus size but a 16 for them is a 12 for the USA)

Since English isn't my native language, I'm not used to hearing plus sized as a regular expression, and it's pretty much only used for fashion and the clothing industry, and like you explained, plus sized in those circumstances is pretty much just a bit bigger than average.
Although, where I live, obesity isn't that common either, so yeah. I'm not sure where I'm going with this really haha
