Why haven't we been talking about the biggest thing to happen to Japanese street fashion in 2016?

All evidence I can find suggests this was a trend created by a very small group of people in Japan, people within Japan preferred the word "unisex" instead but then it became popular abroad.

Not really. Rules for most J-fashion are set commonly by what stores people go to and what outfits/fashionistas (or rather their personal style) are most popular. No one sat down and said an outfit must have certain parts to it, those parts just blow up because they works.
I think westerners don't have the same stores available to them, or the exact same feel for most of these aesthetics, so the subcultures don't grow as organically, and they kind of assume what they see are cemented rules and not just what's popularly known and iconic. I guess it works for them, because if they just did whatever it'd look completely different from the actual Japanese fashions, but at the same time it can get really derivative and boring, and groups commonly sperg out when anyone deviates from the same old rehashed shit.
