I'm not defending it, but Japan doesn't have the same cultural history with blackface or blacks in general. I'd say their concept of race itself is different, the US situation with race is somewhat unique. There are so few black people in Japan that if you lived there you'd only see them in photos or see an odd tourist.

What I mean is while to us blackface is "oh my god horribly offensive and racist", it's unlikely a Japanese person would even have the context to see it that way, I doubt she or most Japanese people see it as anything other than harmless dress-up. The historical discrimination against blacks is just something that happened in faraway countries to them and they have no real reason to care about it.

Again, I'm not saying I think it's completely okay, but Westerners tend to project their racial issues and concepts about race onto countries that it doesn't really fit.
