This actually looks to me like the mannequin was too small for the dress, the bust darts seem to be saggy, with the full bust appearing to be at the mannequi's underbust instead of directly at the bust, too. The waist is probably at-waist but sits low because the mannequin is too small.

It's not all that different from looking at pics of Cosmic jsk on the mannequin where the bodice looks saggy and goes nearly all the way to the waist, then you look for worn photos and the dress is actually properly high-waisted on just about every girl.
