There's an India-based men's (and women's, on request) clothing manufacturer called Luxire that is pretty much willing to make any design you send them as long as it's physically possible. Maybe try them? Their quality standards are pretty high, I have some shirts and pants from them I designed and the handiwork is top-notch. Pic related, is a pair of jeans with styling I had copied from a picture I sent them, they followed my additional instructions to a T.

If you could source suitable fabric, you could end up with something great. I think it would be worth seeing how they could make a princess seamed back, waist seam jacket to better fit the lolita aesthetic.

I own at least a dozen sport coats of different weaves and patterns, from tartan virgin wool to diamond tessellations on polyester. All vintage.
While Lolita may be a bit farfetched, there does exist and has existed men's fashion with more than a matte look to it. Though, knowing congoers, you'd risk printed fedoras with some psuedosuited mess to boot.
I'd actually post the weirder designs I have to show the novelty and uniqueness that appeals to me, but I'm on mobile now.

You need to do some reaserch. A dandy is basically a well dressed, dapper man. Again, its not a specific look but the term used to describe someone who cares about their appearance and dresses UP (as opposed to down) often if not all the time. A specific outfit is not dandy, this is not lolita. The person himself is dandy. Sure there are general dandy traits but you don't stop being dandy because you wore aviators or an open shirt, you're nitpicking like its lolita and it's funny because all those things you're whining about can definitely be dandy.
