Recently I was reading the spin-offs and one thing I realized is that even with all the bad situations that happened in Homura, including Rebellion, she still manages to be more reasonable and less malicious than several other magical girls. Some examples of the wishes of other magical girls:
Sasa (Oriko Extra Story; Wish: "For people who are better than I am to follow my every command"), pretends to be cheerful and trustworthy, but is incredibly vicious, arrogant, vindictive and manipulative, and that directly and indirectly caused several Other magical girls)
Kagari (Suzune Magica; Wish: "I want Suzune to experience the same suffering that Tsubaki did.") She loves to torture her victims, shows no remorse for the dead people in her plot, and almost has no empathy for others, her wish was disproportionate to Suzune's actions, which were more accidental)
Haruka (Suzune Magica; Wish: "I want my sister to disappear!"), She is not malicious like the other girls, but she decides to take revenge on her older sister, Kanata, because she was loved and praised by everyone while Haruka was forgotten , even if Kanata honestly cares for her and tried to get to Haruka, eventually Haruka became a witch because of the guilt of accomplishing that wish)
Example of questionable actions after turning into magical girls:
Souju (Kazumi Magica; actively chases other magical girls to steal the soul gems to add to her collection)
The sisters Corbeau, Lapine and Minou (Tart Magica; they love to have fun with massacre of people and mentally control other magical girls, exploiting as much as possible and when they are no longer useful to turn them into witches).

Honestly Madoka does not have much ground to criticize Homura because she said she wanted all wishes to be fulfilled, which would be a tacit approval for the wishes above and indirectly the actions after becoming magical girl. This possibly points to a conflict in relation to the concept of hope and dreams, which in the abstract and general sense are good things, but in the practical and specific sense it is complicated because people are different and with that their dreams too, being that many times they conflict with each other and some cases are irreconcilable.

As Urobuchi has said, the inherent cruelty of the story is that at no point did Madoka realize what Homura had done for her sake and as such never took Homura's desire into account. Rebellion seems to have corrected this by effectively forcing any course of action to have to go through Homura. Due to Homura's power, the problem is more or less impossible to solve with violence, forcing Madoka to find resolution in a mostly hopeless situation.

I also find that it is very difficult for Madoka to cause a big stink. To deny Homura and her wish forces Madoka to deny the suffering that was necessary to grant her own wish. One can say that Madoka's wish matters more because it utilitarianism. And to that I say fuck, off Kyubey. Like you said, the spirit of Madoka's wish was that everyone's wish be granted. And for Madoka to say 'lol except Homura's because it interferes with mine' would be increadibly selfish and grossly out of character

I'm biased, but I honestly feel that to be a more important story line to resolve than Homura coming to terms with granting Madoka agency.

She states in episode 12 that she wants all magical girls to have their wishes granted without them succumbing to despair and that she'd take that despair on for them. That made Homu's wish ungrantable until Rebellion. And as the other anon stated, left the door open for so,e pretty shitty wishes.

Now we can say that Homura did not despair and instead surpassed both hope and despair through love, but even then I tend to lean the onus on Madoka because of everything we've seen, even if unintentional. I don't think Madoka has a solid footing to be completely assblasted about it and I dont think she will.

Personally, I think Madoka's new dress and soul gem indicate that she made a new wish. We saw it happen with Homura in Wraith Arc 9, with her choosing the 'selfless' wish to protect Madoka's world with the bow instead of preserving her 'selfish' wish to be Madoka's protector and keep the sheild. If Madoka's freed from the karmic burden that influenced her in making a selfless sacrifice for meguca during the series, I think it would make sense that she'd get a chance to make a selfish wish.

That's my two sense speculation wise.

Did I share this with you anons about the new project? I don't want to post it on /a/ because it's honestly too good for them.

It's from the concept movie. Roght before Shaft pops up ont he screen during the ballet part, there are some story board notes presented in low res. Some amazing autists on Twitter managed to up to make some info out.

The central story will revolve around the relationship between three people.

Side 1: Madoka
(still human)
-Wants everyone to get along
-Became friends with Homura during the time skip
-Doesnt understand why Homura hate's side 3
-Side 3 wants to get close to Madoka
-Side 3 sounds cheerful, but has emotionless eyes (gee, I fucking wonder who it is?)

Homura
-Wants to protect the status quo
-She will lie to Madoka, and every time she lies, it makes Madoka sad
-Wants Side 3 to die
-Says side three is a dirty liar

Side 3 (Last Side)
(99% side 3 is Kyubey, but more or less it seems like a plot device to create conflict between Madoka and Homura)
-Wants Homura to die
-Ironically responsible for Madoka and Homura being friends
-Claims to be "Margarita" (important the Japanese version of Swan Lake has a squirrel named Margarita who works to help save Odette and assist Siegfriend) Homura`s arrow is pointed at this with the phrase "Stop telling such ridiculous lies.

interesting take on Madoka's new outfit and the selfish/selfless wishes. Granted I don't think Homu's selfish wish really ultimately ended up being selfish based on the snippest of the new world she created. Basically made everyone happy except herself. Again maybe even herself now since it seems that her and Madoka have a relationship again in the next movie.

Ah yes, this is why I use "selfish" in quotes. In the context of meduka, selfishness is tied to desire and it was Homura's desire to be Madoka's protector. Hence why Madoka says that she'd follow the rules instead of breaking them for selfish desire. IMO Madoka's wish is just as selfish because its also based on desire, but whatever,

I don't particularly like that theme, but I do think Rebellion forced the viewer to questions Madoka's "selflessness". The only thing wrong at the end was Homu's outcome, but even then, it's a case of Homura's mental state racked by guilt and self-loathing that is turning a paradise into a living hell.
