1. It has been pointed out that Rei Q's existence, timing and introduction and description directly sabotages Rei's character and keeps it from developing. You have not addressed this.
2. It has been pointed out that Rei Q's description is tailored perfectly to fit the negative view people who hate Rei attempt to push, i.e it is identical to the insults towards Rei. You have not addressed this.

You are severely dumbing down the discussion by refusing to go past beyond this stage. The answer to your question is simply: it doesn't matter. Everything is by nature possible in fiction.

As long as Rei Q remains an insult to Rei Ayanami, Rei Q cannot be Rei. The more the series or you insist that a caricature-travesty that is designed to attack Rei is the genuine Rei, the worse it will get.

Remember that Rei Q isn't just a character at this stage, it is the whole shebang: It's the removal of Rei Ayanami, it is the scenes in 3.33 where the cast dismisses Rei, and it is the copious rewrites such as changing Yui's maiden name to Ayanami as well as rewriting Rei to be a clone of Yui.

So it doesn't matter what Rebuild 4 does, because what Rei Q is will never, ever change. The more it tries to sell Rei Q, the worse it gets because it would then be attempting to legitimize an insult.

Acknowledging them as separate gives them the respect they both deserve as individuals.

Are you one of those people who didn't watch Evangelion TV episodes 25 and 26? Because you sound like someone who didn't watch Evangelion TV episodes 25 and 26.

The show and the movies are a meditation on identity. The entire concept is how we see ourselves and how others see us and how the decisions we make determine who we are. There are an infinite number of Reis and Shinjis and yous and mes and everyone elses. Rei as a child and Rei as a teen and Rei as an adult are all different individuals that are the same Rei. Rei I and Rei II and Rei III and Rei 26 and Rei Q are all different individuals that are the same Rei.

Asuka gets corrupted and unable to pilot by the end of Rebuild 2 while Shinji's love for Rei powers Eva 01 and could remake the entire universe.

Rebuild 3's entire plot is Shinji's need to get Rei back whole and thinking Rebuild 4 isn't going to be anything but the success or failure of that attempt is nonsense.

How easy it would be to let Rei die at the end of Rebuild 2 (and it seems like many here would be happier with a dead Rei) so that Rebuild 3 could be all about Shinji and Asuka if they really hated Rei and her popularity as much as you imagine.

Facts: Asuka is remodeled as an objectively stronger version of her NGE-series counterpart in both Rebuild 2 and 3, by an extreme margin. Asuka's failures/downsides are now entirely unrelated to any personal failings of Asuka, and the only downside she's had so far is due to her OWN, GOOD HEART AND SELF-SACRIFICE.

Fact: The writers of Rebuild have admitted in clear text that this is supposed to make her look like a good person.

Fact: That Rei has more screentime than Asuka means nothing, because screentime isn't alone what makes a character great.

Fact: Rebuild's plot and narrative punishes Shinji by associating with Rei, and all plans to bring them together are in-universe plannings of people who are quite literally, worse than Hitler for having planning and nearly completed the absolute extinction of the human race, leaving almost six billion dead if not even more.

Fact: What it takes to attack a character is in fact, screentime. This is why Rei gets more focus despite not being an active character. The facts are that 3.33 spends a lot of time discussing Rei, but not allowing Rei to act. It is completely possible to equate it with a political attack ad.

As you know, in the US politics, when people want to appear better than someone it is more important to spend time attacking the opposition than it is praising yourself. This is why the majority of all argumentation, rhetoric and televised ads attack the opponent rather than explaining one's own politics.

Exactly like this, does Rei Q and Rebuild exist to create a negative of Rei by spending more time on discussing Rei in a negative and downright false light.

Asuka gets all the screen attention, all action, new suits. Literally every action scene about her.
In the same time Rebuild 2 pushes Rei into a way more passive role and degrades her into a borderline idiotic poka poka fanservice character. It does make shinji more active and caring about Rei, in the same time it denies Rei any agency of her own.

While the end of Rebuild 2 denies her even heroic death. Kamikaze attack scene got completely ruined to hell. This must be very intentional.

Rebuild 3 denies Rei any individuality and portrays her as a direct clone of Yui one of many and even renames Yui into Ayanami Yui to strip away Reis independence from Yui's character to make her just a part of Yui';s character.

Asuka's popularity eclipsed popularity of Rei right after Rebuild 2 and continued to grow while Rei's popularity was plunging with Rebuild 3.

By destroying the most popular character in the show and replacing it with that character's direct opposite, he is directly attacking a large portion of Evangelion's fanbase. Once Rei's reputation has been utterly destroyed by Rebuild another reboot of some sort will come out that will destroy Asuka, in turn eliminating the remaining half.

The best way to combat this? Ignore it. Don't give Rebuild or Rebuildshitters any attention. Live by and love the original masterpiece. This is how we combat the monster that Hideaki Anno has become.

I don't think it has ever been questioned that Evangelion is Shinji's story. Rei's condition in Rebuild 3 is really no different than Asuka being in a coma for part of the original series. It's no different than how there's an Evangelion episode where Misato is the hero and another episode where Ritsuko is the hero.

Shinji is the hero of Rebuild and Rei Ayanami is the one he wants to save.

All that said, the point of Rei not being able to make a decision on her own at the start of Rebuild 3 is what makes Rei's ability to now ask quesitons and make decisions after re-meeting Shinji important. That is the plot of the story.

But yes I know plot and real character development isn't what many here actually want as they just want cute Rei and don't you dare ever change anything.

To debase someone or something, you spend time attacking that someone or something. It is the most effective way, and it's what all the professionals do. You need to spend more time in introducing and then sabotaging Rei than you do e.g playing up Asuka.

The second point is that to truly attack Rei, you must first ensure the audience that this is the Rei they know, and what better way to do that than copy 1.0? For what it's worth, they introduced Kaworu in the first movie.

EoE was wonderful but bittersweet for Rei so I get you.
It's sad to see that after all the sacrifice and deprivation in her life at the end she didn't get to carve a normal life and a slice of happiness for herself. But at the same time you get to see she's the kind of character that has no regrets, she's something greater at the end.

Humanity comes from Lillith, and Rei does hold Lillith's soul and she spoke of her bond to all humanity. So my take is that she is bonded to humanity. She's in the LCL because that's where most souls are, but she'll be with them if they choose to come back. She lives on everyone's heart. bonding them all together though not in such a blatant way as Instrumentality, but merely by making them a little bit more whole by her sharing her soul with them.

That's what her showing up to Shinji over the sea of souls represents, she's with them now. Like in the poster, she now hover over all their souls.

If one wants to enforce the view that someone is not an emotionless doll clone, then you must avoid at all costs to portray an emotionless doll clone. Because if you do, you end up realizing the scenario of an emotionless clone.

In Rei's case, what wasn't canon has now become canon: Rei as a Yui-clone with no intelligence, will or whatever else. It is an objectively degrading representation of Rei.
