Volume of trades, not ownership of coin. Once China stopped fee free trading their real level of ownership was revealed to be just a tiny fraction of trades volume. Japan is no different.

Currently in Japan. "Big Camera", which is a major electronics retailer here started accepting BTC as a form of payment nationwide.
