Countries need central banks to control their populace and they normally fuck them hard by entering into a race with other nations to devalue their currency.
Naturally citizens want to protect themselves by buying crytpo. Banning exchanges does not reduce the demand for it. The Chinese will still find a way to buy and hold crypto. They will cashout overseas or by spending it in whatever way they can.
Social conventions (the law) may change from year to year but the technology remains for people to utilise.
