Fastest and easiest is probably Coinbase with a debit card. I wouldn't recommend it once you know what you're doing because of it's high fees but that's generally where I direct beginners since it's impossible to fuck up.

You could use GDAX which is a branch of Coinbase. You have to manually enter the satoshi's but you don't have to deal with the fees. Watch a youtube video on how to buy bitcoin on GDAX and thank me later.

Send money to coinbase from your checking account. Move money from coinbase to gdax (same company so instead + free). Set limit order on BTC, ETH, or LTC on gdax. Easy enough and no fees.

Maybe a little that. If they didn't, they'd have a flood of hacked PayPal accounts pumping stolen funds to them.
1. Hack someone's PayPal account
2. Buy bitcoin.
3. Withdraw Bitcoin
4. PayPal gets report it was hacked charge back
5. Hacker gets free money.
