I've seen once where I'm trying to buy or sell something and suddenly a bunch of orders come in, one after another, all within 0.00000001 eth or btc of each other, starting as maybe the third lowest ask and then rapidly becoming the lowest ask by far.

I've also seen similar behavior with one order, just the same amount gradually moving cheaper, one sat or so at a time, but multiple times per second. Though one almost seems like someone impatient to find the highest price they can to sell immediately, rather than a manipulation attempt? Not sure.
