Because there are many programming languages to choose from to build your Dapp on the neo platform just not solidity like ethereum.

because the team is generating interest to get people using the platform for dapp creation by offering a $144,000 prize in a contest for the platform.

because while others got kicked off binance neo did not. because da hongfei talks to the chinese government teaching them about blockchain.

there platform was made to be compliant with future government policy.
