Hongfei has been warned to knock his shit off by the chink authorities. Even though onchain and their fellow investors based binance in hong Kong to circumvent the reach of the mainland regulators, Binance is generally referred to as a Chinese exchange even though it technically isn't. He has obviously been threatened and told to refund all ICO money collected or face the consequences.

It was offered through binance and right now hongfei/onchain are having the full weight of the CCP authorities exerted upon them. Every binance ICO that hasn't commenced has been refunded, even though technically binance operates outside of Chinese jurisdiction.
