the only part about Substratum being scam is that coins weren't sent out. But I've also read stories of people getting their coins, so aside from that, what makes it a scam

Substratum seems to be a shitshow with the token distro but I got mine after messaging the admins. Not necessarily shilling, does seem disorganized.
