Tierion is a way to anchor in ETH/BTC or other chains, but it's mostly a way to timestamp data and guarantee it's integrity.
I think here they want to create a data storage solution and secure it via a POW blockchain - we have yet to see what it is exactly.
If I'm a large Corp and you're telling me that each shipment that I execute will require multiple blockchain transaction fees, then im not sure I would chose such a solution vs a trusted ERP like Oracle/SAP where the cost of a license would be far less than a "per shipment" fee.
