I certainly don't think the new exchange will be bad for ICN though

Their reddit community is going to freak out if it dumps on binance.

I want to see if the Kraken/Liqui whales trust China enough to maintain the ICN walls over there. Traditionally they've manipulated ICN down whenever there's been good news. If they don't, westerners on Binance might well end up arbitraging it and doing their own price discovery. I could see it spiking for a bit.
