Because they are considered too risky. Penny stock companies are almost always too shitty and have negative profits. The value of the stock tends to reflect the value of the company.

Also, the stock market is better regulated than crypto. There are several regulations on day trading that prevent people from gambling on penny stocks. If a stock price stays under $1 for a certain period of time, NASDAQ or NYSE may delist it.
