my guess is the matching logic is something you want to scale horizontally and it's not bound by memory or cpu. all t2 instances have the same bursting profile - IOPS are allocated based on the size of the ebs storage that backs the instance
basically they (probably) don't need to use larger instances, they need to provision larger ebs volumes
