I want to start a website with

-Simple Home landing page with general info
-payment gateway
-log in generator
-paid members get access to a database
- build search bars so they can slice and dice the database

Any one know the best way to do this? Will I just have to pay someone crazy money?

I'm tech illiterate and even I know cookie cutter sites exist. They're probably not very expensive.

Probably cheaper than you think. You can find lots of free Bootstrap templates (landing style). There are "how-to" guides to install your payment gateway. Login and private members stuff should be easy to do with wordpress. Etcetera...
