Monero allows both, since you can easily point the wallet/node to a tor proxy.
The fact it doesn't include tor client by default is actually a good thing since if it did, you couldn't run it on a system like tails or whonix (because tor over tor isn't guaranteed to be secure), which is the way you should use tor in the first place. Don't torify applications, torify the whole system.
