You're target is to reach a hiring manager and impress him before he gets headcount.
Update your cv, your linked in and optionally a personal profile stating career goals and experience.
You are right to start with your own social network - consider your experience and what you are looking for -
Is it a particular role in a certain industry segment?
If not you need to spend time thinking about 4-5 options you would like to do.
Next you need connections to hiring managers direct reports to find out what the organisation challenges are and to get an intro to the hiring manager.
Find these people through social network or their networks.
After finding out what their role entails ask for feedback on what the most important skills and areas of training are to meet those requirements and ask whether you could be connected to hiring manager.
Hiring managers - target is to establish rapport with feedback on your profile - question is what do I need to add to my profile to be a strong candidate next time you are hiring
Then at the end of ancall agree anfollow up in 2-3 weeks and be ready to share how you are progressing (take their advice and show you are starting to work on it)
For the 10-20 pc of hiring managers to establish regular dialog with, you should be able to get a job with them after they get headcount allocated 3-6 months
