Of course. If you are a bank you can literally create money and gamble with your investors money and when you fuck up the government bails you out and gives you lucrative government jobs to make you untouchable for indictment. Why do you think all the largest buildings are owned by banks?

Banking is extremely profitable. A bank could use the fiat that is stored there as leverage for buying crypto. Worse comes to worse the government pays for their loss.
