What paper? I'm referring to the tech. It's a coin with a mixer built in. You can't actually be fully untraceable without something like zksnarks, which only zcash implements. You don't get something for nothing. Zcash transactions take a really long time to generate because of this, so it has its downsides. For most people it's irrelevant, but by definition only zcash is actually anonymous.
