Too expensive. You'd have to be seriously well funded to do this. In Downtown LA there's these square lots basically alleys that can fit 30 or so cars and they pay brown people $5/hour to wave flags and take cash.

If it's a commie hellhole like California then forget it, the red tape will bankrupt you
you'd need to get in on ground floor of new shopping development. then charge the local shops to give half hour free parking, and then charge out the ass every hour on top of that.
