This will be a bull trap if price closes below the previous low (of around $1800-$1900) within the next few days. The reason why the price spike happened is due in part to a significant amount of miners giving the go ahead with a SegWit soft fork (this is what BIP91 is referring to). It's a fundamental change in outlook, this shouldn't be speculated as bearish from a technical analysis view.
