its like ripple. the devs or someone else hold coins that should be in circulation to artificially inflate the market cap.

Market cap is 2 numbers multiplied together. When one number is small (price) you just make the other number bigger and your market cap can be any number, literally because you control the supply of the coin. A coin worth a centoshi ( 1/100th of a sat) can have the biggest market cap in crypto overnight if the devs mint enough coins and get their project listed on coinmarketcap.
