Never met such people, but as you can guess, with big enough amount of money they can buy anything and these amounts here are smaller than in EU. Hence widespread corruption. I live in the biggest city, but imagine what shit happens in rural areas. People literally live from subsistence farming.
Jokes aside but you need at least 40k$ to buy an apartment. Official salaries are very low almost in any trade, but a lot of people earn money on the side and don't pay taxes, of course. Like medical doctors in public hospitals, whose official salary starts at 5k UAH(185$). Why are they still working? Because you receive tips from patients. Voluntary or not. But medical education is free for around half of students and gov even pays a stipend of 45$ a month! (I don't get it because of my faculty and also pay for education itself.) Quality is bad, but you get diploma and experience for cheap.
Back in soviet union it was ok to steal from enterprise you worked in. Products, spare parts, fuel etc. Things change so slowly. We also have welfare program. If you don't work you can get as much as 45$ a month, which you can spend on vodka. Not enough for anything else.
